Geographical prefixes inspire more trust than an unknown number starting with 09 or a hidden call. The 03 prefix corresponds to the Grand Est and Bourgogne-Franche-Comté regions, and the 03 77 ranges have been allocated in bulk to operators who then resell these numbers to call centers.
The technique of spoofing further complicates the situation. A call center based anywhere can display a 03 77 number on the recipient’s screen, even if the call does not originate from Eastern France. The displayed number is then falsified, making it practically impossible to identify the caller without dedicated tools.
To understand the 33 3 77 prefix in detail, it is important to distinguish between the international format (+33 3 77) and the national format (03 77): both refer to the same range, but the international format appears more frequently on VoIP calls passing through foreign gateways.

Law of August 11, 2026: What Mandatory Prior Consent Changes
Until now, telemarketing operated on an opt-out model: consumers had to register on Bloctel to indicate their refusal. Since August 11, 2026, the model has reversed. Professionals must prove that they have obtained the individual’s consent before making the call.
This reversal has a direct consequence. Any commercial call received from a 03 77 number without your prior consent now constitutes an offense. The calling company is subject to sanctions from the DGCCRF.
Concrete Limits of the New System
The decision of the Constitutional Council No. 2026-1210 QPC of June 25, 2026, ended the accumulation of sanctions for the same acts of abusive telemarketing. In practice, a company can no longer be simultaneously prosecuted by the CNIL, the DGCCRF, and Arcep for the same call campaign.

- Manually blocking the number, available natively on Android (call settings, then block list) and on iPhone (contact card, then “Block this caller”). Limitation: call centers change numbers after a few days, making individual blocking less sustainable.
- Anti-spam applications like Orange Téléphone, Truecaller, or the French app CallID, which rely on community databases to automatically identify and block reported numbers. These databases reference several million telemarketing numbers in France.
- Registration on Bloctel, the official opposition service for telemarketing. Even though the new regime relies on prior consent, Bloctel remains the reference list that professionals are required to consult before any campaign.

Not all calls from 03 77 fall under the same category. Commercial telemarketing (insurance, energy, renovation) remains the primary cause. However, some calls from this prefix serve as a vector for more elaborate scams.
The classic scenario: a brief call, sometimes just a single beep, aims to provoke a callback to a premium-rate number. Never call back an unknown 03 77 number that hung up immediately. If the call was legitimate, the caller will leave a voicemail or call back.
Another scenario involves identity theft. The caller presents themselves as a bank advisor or administrative agent and attempts to obtain personal data (card number, login credentials). No French administration requests this type of information by phone.
- Hang up without providing information if the caller asks for banking data or passwords.
- Check the number on a reverse directory or community databases (Tellows, CallID) before any callback.
- Report to 33700 and, in case of financial harm, file a pre-complaint online on the Ministry of the Interior’s website.
Regulation is evolving in the right direction with the requirement for prior consent. The available data does not yet allow for measuring the actual impact of this law on the volume of calls, as its implementation dates back only a few weeks. The most reliable reflex remains to combine technical blocking on the phone with systematic reporting to 33700, the only action that concretely feeds into sanction procedures against offenders.
